As October arrives, it’s a perfect time to reflect on the things we’re grateful for. The beauty of the changing seasons reminds us to pause and appreciate what we have, while staying connected with our community.

This month, while we look ahead to Halloween and the simple joys it brings, we also prepare for important work on the city’s budget. The first update to our multi-year budget will be underway, with community meetings scheduled in November to ensure your voice is heard. I encourage you to participate and share your thoughts when those opportunities arise.

Phase 2 – Ward Boundary Review – Public Consultations

The City is currently reviewing ward boundaries to ensure fair and effective representation. A Public Participation Meeting is scheduled at the Strategic Priorities and Policy Committee on October 8, 2024, to discuss the Preliminary Ward Boundary Alternatives Report, which will be available later today, October 1. Public engagement sessions will be held on October 16 (5-7pm at City Hall, hybrid) and October 17 (5-7pm at South London, Medway, and East Lions Community Centres). Summary of Amendments to Phase 2 of Section 26 Official Plan Review of The London Plan at the Sept. 24 2024 Council. 

An update to the council resolution passed at the September 24, 2024 meeting, which amended The London Plan that relate to Phase 2 of the Section 26 Official Plan Review. For a summary of the amendments, please click here.

2025 Budget Update & Public Engagement

As we get closer to the 2025 Annual Budget Update, I wanted to inform you about the opportunities for public input. The budget will be released on October 28th, and discussions are scheduled to begin on November 21st. This makes early November the perfect time to hear from the community.

The Budget Team has planned several engagement events, including both in-person and virtual options, at various locations across the city. The schedule for these events will be available on the Get Involved Budget page soon.

Door-to-Door Distribution of the 2024-2025 Residential Collection Schedule has Been Mailed Out

The October 2024 through September 2025 Collection Schedules have been mailed. There are 10 zones of the collection schedule. Previously distributed Waste Reduction & Conservation Guides are valid until January 2024.

PDF versions of the 2024-2025 schedule are on online in the Zone Finder Tool, and the Recycle Coach App has been updated with the 2024-2025 collection dates to September 2025.

Business, townhome recycling and weekly garbage schedules for those townhomes that do not have Green Bins will be distributed by the end of the month.  The Business calendars will also be on the website.

Council approves Renoviction Bylaw changes to Support Tenants’ Rights

London City Council has approved a new Rental Unit Repair Licence (RURL) aimed at protecting tenants from fraudulent ‘renovictions’ through the use of N13s.

The RURL aims to protect tenants through new requirements put in place for landlords who want to complete renovations to rental units that are so extensive that they require a tenant to move out.

The new Rental Unit Repair Licence will require landlords to:

  • Obtain a building permit for the renovation or repair of the rental unit.

  • Obtain a report prepared, stamped, and certified by a qualified professional that states that repairs or renovations are so extensive that they require vacant possession of the unit.

  • Apply for a RURL within seven (7) calendar days of giving an N-13 notice to a tenant.

  • Provide the tenant a copy of the Tenant Information Package together with the N-13 notice.

The cost of the RURL is $600 per unit and is valid for a period of 180 days from the date of issuance.

Administrative Monetary Penalties for non-compliance will range from $250 to $5000. Multiple penalties can be applied to an individual situation and can be escalated where offences are ignored or repeated.

The Rental Unit Repair Licence does not replace any legal requirements under the Residential Tenancies Act (RTA) or the Provincial Landlord & Tenant Board. When issuing a N-13 notice, landlords are required to follow the prescribed processes in the RTA regarding compensation and re-occupation of the unit following genuine improvements or repairs. The new program is anticipated to be in force and effect in Q2 2025.

London is only the second municipality in Ontario to approve measures focused on preventing unfair evictions. The development of London’s RURL was informed by review and analysis of other municipalities, collaboration with local service providers and public engagement and feedback collected from tenants, landlords, and residents impacted by renovictions.

Project Notice – Infrastructure Renewal Program – Cherry Street

The City plans to reconstruct Cherry Street, from Wilson Avenue to the east limit, to replace aging infrastructure that has exceeded its expected lifecycle.

This project includes the following improvements:

  • replacement of sanitary sewer, along with partial private drain connection renewals where applicable;

  • replacement of storm sewer, along with partial private drain connection renewals where applicable;

  • sidewalk replacement;

  • concrete curb and gutter replacement; and

  • road reconstruction with new asphalt road surface.

Construction start is anticipated in spring 2025. A pre-construction notice (letter 2) will be distributed two weeks in advance of the public update meeting.

City of London Construction Project: Central Ave Cycling Improvements

Update on the Central Avenue Cycling Improvements project, which will add new cycling facilities on Central Avenue between Richmond Street and William Street.

Construction of this project began earlier this summer; however, due to additional archaeological approvals work on Central Avenue had to be paused for a few weeks.

There will be a full road closure of Central Avenue, immediately east of Richmond Street, for approximately 3 weeks. Outside of this closure, the construction will have lane restrictions and/ or temporary impacts to traffic. Any closures will be communicated ahead of time. Safe pedestrian access is to be maintained at all times during construction.

Project Notice – Infrastructure Renewal Program – Horton Street East and Talbot Street Intersection

The City plans to reconstruct the sanitary sewer system at the intersection of Horton Street East and Talbot Street to replace aging infrastructure that has exceeded its expected lifecycle and improve the sanitary sewer system layout.

The attached letter provides a project notice of this infrastructure renewal project to the area.

This project includes the following improvements:

  • replacement of sanitary sewer; and

  • restoration of any disturbed surfaces.

Construction start is anticipated in spring/summer 2025. A pre-construction notice (letter 2) will be distributed two weeks in advance of the public update meeting.

Fall in Love with the Forest City

If you’re looking for the perfect picturesque activity this fall, the City of London has you covered! Currently and until mid-October, City Hall’s  top floor observation deck is open to the public to enjoy an aerial view of fall in the city of London.

Londoners can also enjoy seasonal cookies, coffee and apple cider with a donation to this year’s United Way Elgin Middlesex campaign. Entry to the observation deck is free.

The City Hall observation decks will be accessible to the public during the following times: Monday to Friday from 5 to 7:30 p.m. and Saturday to Sunday from 10 a.m. to 2 p.m.

Londoners interested in attending can RSVP. Walk-ins are available as capacity permits.

CMHA TVAMHS | London HART Hub

CMHA Thames Valley Addiction and Mental Health Services (TVAMHS) announces it has submitted a letter of intent to lead the Homelessness and Addiction Recovery Treatment (HART) Hub in London. The formal HART Hub proposal will be submitted in October.

Upcoming temporary road restrictions on Wellington Street as part of the Downtown Loop Phase 3 finishing work and surface paving

Wellington Street will have reduced lanes between Dufferin Avenue and York Street for preparatory work on the Downtown Loop Phase 3 project, lasting until approximately Friday, October 11. During this time, access to Dundas Place from Wellington Street will be restricted, but Dundas Place can still be accessed from Ridout, Talbot, Richmond, and Clarence Streets. Sidewalks and bike lanes in the area will be affected, with temporary closures and restrictions in place; pedestrians and cyclists are advised to follow signs and use nearby streets to navigate the construction zone safely. A temporary two-way traffic configuration will be in effect on King Street and Queens Avenue between Wellington and Waterloo Streets to maintain access to properties and businesses during the work.

Transit users are advised to visit the LTC website for service updates and detours.
