A note from the Councillor
Dear Residents,I hope this note finds you well. As we navigate through this busy time at City Hall with budget discussions in full swing, I encourage each of you to stay informed and engaged by reading the sections on the ongoing budget debates within this newsletter.

In the journey ahead, let us stand resolute, recognizing that progress carries its own expenses, and the costs we shoulder for the essential services we cherish reflect the mounting financial burdens on us as taxpayers. While advocating for the vital services we require, I am acutely aware that this will put pressure on our expenses and I’m committed to working to secure the maximum benefit at a fair and sustainable cost for our community.

Mayor’s Budget Tabled

On January 31, Mayor Josh Morgan released his 2024 to 2027 Multi-Year Budget. A new requirement under the Strong Mayor Powers and Duties as delegated by the Province of Ontario, the Mayor’s Budget must be released and made available to the public before February 1 each year. The Mayor’s Multi-Year Budget for 2024-2027 takes into consideration the Business Cases and Multi-Year Budgets released by Civic Administration on December 12, 2023.  It also takes into consideration public input and feedback collected during extensive community consultation throughout December and January.Budget Committee meetings are scheduled to take place on Thursdays and Fridays throughout the month of February, as needed.

Green Bin Implementation

Green Bin Implementation and Collection Program ChangesThe Green Bin program began in January 2024, and Green Bins have already begun to be distributed to residents. The collection frequency for Green Bin and Blue Box will be weekly (same day), and garbage will be bi-weekly (same day). The only exception will be the collection day changes after a Statutory Holiday.

City of London celebrates Shaedon Sharpe’s commitment to community

The City of London is celebrating The Shaedon Sharpe Drop-In Basketball Program, offering free weekly sessions for local youth at Carling Heights Optimist Community Centre, spearheaded by NBA star Shaedon Sharpe as a means of giving back to London and promoting community development through basketball.

Infrastructure Projects 2024 – Ward 13

Pre-Construction Notice – 2024/2025 Infrastructure Renewal Program – York Street and Wellington Street

In 2024, the City plans to commence a construction project to replace aging infrastructure that has met its expected lifecycle, and to remove existing combined sewers.Project work is planned on York Street, from Clarence Street to Colborne Street, and on Wellington Street, from Bathurst Street to King Street. The project is intended to be constructed in two phases (2024 and 2025).

Proposed Timeline
City finalizes design: January 2024
Construction contract approval: April 2024
Construction Notice (letter 3): March 2024
Construction starts: April 2024
Construction ends: November 2025 with some minor cleanup work in Spring 2026

Kensington Bridge Environmental Assessment Complete

The Kensington Bridge is a 90-year-old structure that that crosses over the North Branch of the Thames River. Given the age of the structure, and repair needs, the City of London
initiated a Municipal Class Environmental Assessment Study that recommended the rehabilitation of the bridge with an arrangement that accommodates motorists, pedestrians and cyclists.The proposed works are sensitive to the cultural heritage value of the bridge, while extending the functional service life of the bridge by 50 years.

Notice of Project Update Meeting: Springbank Dam Decommissioning and Harris Park Shoreline Restoration

Meeting details:
Date: Wednesday, January 31st
Time: 6:00 p.m. – 8:30 p.m.
Format: Drop-in style, open house
Location: Fleetway Bowling Centre: The Spare Room, 720 Proudfoot Lane, London, Ontario N6H 5G5At the Project Update Meeting, City staff and the consulting teams will be available to present the design and discuss the scope of the project, impacts, and what’s next as well as how to contact us with questions or concerns.

In 2024, the City plans to reconstruct Cavendish Crescent East the Greenway low level trunk sanitary sewer through Riverside and Mitchell A. Baran Parks to replace aging infrastructure.This project includes the following improvements:

  • replacement of watermain and water services to property line
  • replacement of sanitary sewer, along with partial private drain connection renewals where applicable
  • extension of storm sewer, along with partial private drain connection renewals where applicable
  • sidewalk replacement
  • utility upgrades
  • concrete curb and gutter replacement
  • road reconstruction with new asphalt road surface

  • road reconstruction with new asphalt road surface.

Upcoming Events in February

With the onset of 2024, funding for the Downtown and Old East Village Events listings have ended.The upcoming Multi-Year Budget deliberations include a business case for The Core Area Activations (Business Case #P-44 – Core Area Initiatives), which if funded would resume the creation of the events listing.  (Only Actions 6 & 7 only as outlines in the business case is currently funded within the Mayor’s Budget).

2024-2027 MYB Budget is set for ratification on March 5th 2024.
