A note from the Councillor
As the end of the year approaches I begin to reflect on what really matters and what I hope for in the days and years ahead. I find my thoughts focusing on the spirit of kindness and the sense of community that ties us together. We face challenges, both in our city and across the world, that pull us apart and can make us forget how we are all connected.
So my wish for all of you during this season and throughout the year, is that you remember the compassion that defines us as a community. Remember that we share the same dreams, the same fears and the same hopes for a better future. Please take a moment to look around your neighbourhood and ask yourself “how can I help my neighbours?”
May you and your families find hope and joy during this season.

Community Fundraising Team for Health & Homelessness Fund for Change, Aims to Grow $25M Donation to $35M |
|
|
The London’s Health & Homelessness Fund for Change has introduced a community matching initiative to expand a significant $25 million donation from an anonymous family to a potential $35 million. This initiative is a call for Londoners to collectively address the city’s homelessness issue, with the Fund for Change aiming to support the health and homelessness system response, especially the initial hubs that provide supportive housing for the city’s unhoused population.

Green Bin Implementation and Collection Program ChangesThe Green Bin program begins in January 2024, and Green Bins have already begun to be distributed to residents. The collection frequency for Green Bin and Blue Box will be weekly (same day), and garbage will be bi-weekly (same day). The only exception will be the collection day changes after a Statutory Holiday.

Construction Notice – Mud Creek Phase 2A – Oxford Street Culvert Installation Project |

The City has already started the third Phase (Phase 2A) of a construction project in your area to reduce flooding in the Oxford Street and Proudfoot Lane areas and provide environmental enhancements throughout the Mud Creek corridor.
Work Details:
- Open cut to excavate for the new culvert.
- Installation of twin culverts under Oxford St. W.
- Installation of headwall structures and railings
- Realignment of existing watermain
- Restoration of boulevards Minor grading and restoration of banks near the headwalls
- Tree planting

Notice of Project Update Meeting: Harris Park Shoreline Restoration and Park Improvements |
|
|
The City is planning to replace erosion control structures along the Thames River in Harris Park with naturalized slope stabilization methods, including park improvements such as a lookout, fishing platform, and river access point, with construction scheduled for late July 2024. A Project Update Meeting is set for December 7, 2023 at 2pm to 5pm, at Museum London to discuss project details, impacts, and next steps; additional information can be found on the project webpage: https://getinvolved.london.ca/harrisparkThis project includes:
- Cleanout and removal of accumulated stone, brush and debris from the watercourse.
- Removal of deteriorated stone gabion baskets and replacing with a reinforced vegetated revetment.
- Restoration of natural riparian and aquatic habitat.
- River access features:
- Introducing a new lookout point
- Improving the existing canoe and kayak boat launch with parking area (same location)
- Improving the existing fishing platform (same location)
- Proposed secondary pathway, benches, trees, and educational signage, as well as a minor realignment of the TVP.

York Street from Clarence Street to Colborne Street |

The City of London is planning to reconstruct York Street in your area to replace aging infrastructure that has exceeded its expected lifecycle. This letter provides you with information about the project and a survey to provide us with feedback about your street.Project Location: Project limits on York Street, from Clarence Street to Colborne Street.
Next steps related to this project are listed below.
- Pre-construction notice and project update meeting: October 2023
- City finalizes design: December 2023
- Construction contract approval: January/February 2024
- Construction notice: March 2024
- Construction starts: April 2024
- Construction ends: October 2025 with some minor cleanup work in Summer 2026

Cavendish Cres. East & Riverside Park & Mitchell A. Baran Park 2024 Infrastructure Renewal Program |

In 2024, the City plans to reconstruct Cavendish Crescent East the Greenway low level trunk sanitary sewer through Riverside and Mitchell A. Baran Parks to replace aging infrastructure.This project includes the following improvements:
- replacement of watermain and water services to property line
- replacement of sanitary sewer, along with partial private drain connection renewals where applicable
- extension of storm sewer, along with partial private drain connection renewals where applicable
- sidewalk replacement
- utility upgrades
- concrete curb and gutter replacement
- road reconstruction with new asphalt road surface

The City will host a drop-in event on December 7, 2023, from 5:00 p.m. to 7:00 p.m. at Kinsmen Arena, Multi-Purpose Room 4, where residents can explore construction plans, discuss property impacts, and learn about the upcoming project administered by the City’s Environment & Infrastructure Department, with construction set to begin in spring 2024. Project details and materials will also be available for download on the project website (https://getinvolved.london.ca/charles).This project includes the following improvements:
- replacement of watermain and water services to property line;
- replacement of sanitary sewer, along with partial private drain connection renewals;
- replacement of storm sewer, along with partial private drain connection renewals;
- stormwater channel remediation;
- sidewalk replacement;
- new sidewalks on Paul Street;
- new pathway connection to Charles Street;
- concrete curb and gutter replacement; and
- road reconstruction with new asphalt road surface.
